user_dump_dest is ignored and .trc files are almost empty

've recently migrated 3 8.0.5.1 instances to 8.1.6 and each is ignoring the unmodified user_dump_dest setting and attempting to write the trace files to ORACLE_HOME/rdbms/log. I've checked the init.ora files and v$parameter values, they are set correctly. The destination directories exist and are owned by the oracle account. The disk is not full.

Also, almost all of the trace files written to ORACLE_HOME/rdbms/log contain ONLY the text:

this is true for all trace files EXCEPT for those created by:

ALTER DATABASE BACKUP CONTROLFILE TO TRACE; this file get's the "Limited" message at the top, but then gets the normal commands dumped into it. The max_dump_file_size is 10240.

Any ideas?
