By any chance are you running Parallel Query? PQ will not use Rule and will force CBO regardless of hint, init.ora setting. In you *are* then I'd seriously recommend analyzing ALL of your application tables that have a degree set, otherwise when CBO runs, it will take some pretty nasty default stats...
