Internationalization of Web Apps using Oracle

What's the best solution for localization of apps for Oracle?  Is there
any references for this sort of thing?



From what I've seen, UTF-8 as the character set and storing the
NLS strings as NVARCHAR2 seems to be the best way.  Am
I missing anything?
