Q: ora-24327 running oci program ?

Sir, I encounter following errors running a sample oci program.

C:\TEMP\ora>cdemonls1
Error - ORA-24327: need explicit attach before authenticating a user

Error - ORA-01041: internal error. hostdef extension doesn't exist

Error: ORA-24327

 Cause: A server context must be initialized before creating a session.  Action: Create and initialize a server handle.

Question: what is a server handle and how to initialize it ? thanks
