data unloading and loading from a flat file

I am trying to create a subset of the production database based on certain conditions (where conditions). I am in need of a data unloading utility, which will unload data into a flat file based on a "where" condition. I also want this data to be loaded to anathor database. I will be thankful for any advise/suggestions .
