As it turns out....
The .ora fiels were all fine, EXCEPT that the formatting was casing Oracle to malfunction.

Instead of:

         (ADDRESS =
                 (PROTOCOL = tcp)
                 (HOST = 192.168.254.11)
                 (PORT = 1521)
         )

I used:
  (ADDRESS = (PROTOCOL = tcp)(HOST = 192.168.254.11)(PORT = 1521))

And things started working.
Unbelievable!

P.S.
nmdb.mydomain.com does not have to be a real hostname. It is not supposed to be a hostname anyway, but rather something like "an Oracle- specific address of a database instance"
