I got the same error when I tried to install webdb2.2 in another database
in same 8i machine (with webdb 2.1 in another database) . Late on I wiped out both versions and tried to reinstall, but keep getting the same error!

I found that several packages like htp, owa not installed, and the oas_public user also not installed. Why they can't be installed? I tried run the sql file of those packages, but got a loop in user data error. I have
Application server 4.0.8 installed, is there any incompatibility between oas and webdb, but they are supposed to be cooperative. I have experienced this problem for several times. This problem is really weird, I hope some one in the development team can give us an answer.
