Fragments correspond to extents, not segments. When the single instance segment is created it is only released when the instance is shut down. The segment is allowed an unlimited number of extents, which will all be the same size (and I think the default value of NEXT_EXTENT for the tablespace). The existence of a number of fragments doesn't really matter - although you want to avoid having more than a few hundred, as SMON does try to coalesce them at start up and can waste a lot of time. (There is an article about smon on my web-site which covers this point).
