  1. Check ur regedit file for : NLS entry This happens if you have wrong enrty in the nls_lang entry for HOME1. This value is read when you go to Oracle via OEM. Place the same "AMERICAN_AMERICA.WE8IS08859P1". And give a try. I see that you have I instead of 1 in the nls_lang parameter as well.
