TNS-00519 O/S Resource Quota Exceeded?

        Folks:

        What O/S resource is Oracle looking for in this case?

        Environment: Win95 OSR2.1, Personal Oracle8 8.0.3.0.0, 32MB RAM, 444MB free disk (largest contiguous block is 350MB). After a clean boot I have System 80% free, User 80% free, and GDI 90% free. The only processes running are Norton AntiVirus and WinTop (a Windows version of UNIX's top command).

        Oracle was working fine until last week. The only thing I can think of that I changed was that I user svrmgr30 to do a SHUTDOWN NORMAL (which was successful).

        I go to start the database using OSTART80.EXE and it displays the message "ORA-12203 Can not attach to Oracle8". By enabling tracing in sqlnet.ora and examining the error trace, I find the root cause to be "TNS-00519: Operating system resource quota exceeded".

        What O/S resource is Oracle exceeding?
