I missed the original post here. Have all your packages under the OAS_PUBLIC and WEBDB users compiled ok?

(select owner,object_name,object_type from dba_objects  where status='INVALID';)

When you installed WebDB did you include the lines OPEN_CURSORS=2000
MAX_ENABLED_ROLES=25
in your init<SID> file?
