Netscape Oracle French accent error

I am using Oracle 8 on Nt. I use Netscape enterprise server 3.51 on
Unix. The problem is French character with accents are stored in the
database and displayed on a web page as the character "i" or "h". The
character input is an "e" with an accent " '". Has anyone encountered
this?
