ORA-00439: feature not enabled: Instead-of triggers

hi! i am running an Oracle8i server on RedHat Linux 6.0. users have reported a the following error and given that i am only a graduate student, i lack the knowledge to remedy the situation:

i queried the v$option view and discovered that the 'Instead-of triggers' parameter was set to 'FALSE' how can i fix this? please respond via email at cwessel_at_drexel.edu. thanks in advance!
