Character set convention

Someone suggested to me that: Today in the U.S. it is much more
common/conventional (without any particular requirement for doing so)
to create databases using the WE8ISO8859P1 (West European) character
set than the US7ASCII (default) one.



Is this indeed the prevalent practice?
