Yep. Those changes will only come into effect when the database is bounced though.

Yep, assuming of course that the changes you've made are valid ones. Incorrect parameters will cause the Oracle instance to refuse to start.

It's always a good idea to comment out the previous setting (if it already exists), add the new setting, and then add today's date and comments as to why this change was done. This kind of thing is invaluable for the DBA that inherits the database after you get onto other things.
