We are encountering the same problem here. Don't have an answer yet, however.

Somehow I thought the problem pertained to the sequence in which the patch was applied--i.e. if you created your database, *then* applied the patch, you ended up with new programs and an old instance of the database. Perhaps shutting down and restarting the database might get past the problem.

(We don't know enough here to even get through these basics. It would be nice if Oracle provided a menu from which you can navigate).
