What Service Pack are you running? OAS 4.0.7 is only supported for NT 4 SP 3. OAS 4.0.8 is only supported for NT 4 SP 5. There is no OAS supported for NT 4 SP 4 (or 6). You need to have the right combination of OAS and SP.
