ORB problem with OAS 4.07 for NT

Installed 4.07 on my NT server and everything went fine until I tried
to start up the services and listeners.  The OAS Manager utility
(webpage) could not start up the ORB, and it's not listed in the NT
services listing to start manually.  Did I forget something?
