PMON fails to start

I have been practicing Oracle Backup and Recover. I am running Oracle 8 on NT 4 with SP5. Today I did a "shutdown abort" in Server Manager and hope to see a recovery when it came back up. However, when I tried to start up the instance, it hung there and finally gave me a message saying "ORA-00445 Background Process PMON did not start after 120 seconds." I have tried to restart the NT box as well as restarted the Oracle services from Control Panel -> Services. Neither of them helped.

Does anybody have similar experiences with PMON? Or may be I missed something?
