As Eric points out in a related message, a view which exercises policy can be interposed between the customer and the order table. This is common practice in Oracle v7.

Oracle 8i, if you have it, provides an additional method. Refer to "Fine-Grained Access Control " in the _Oracle 8i Concepts_ documentation for a discussion of this method. (I have not yet used it, but it appears to provide a method to exercise security policies of arbitrary complexity).
