Right now I'm nowhere near an Oracle database so I can't check the order,
which I don't remember - but you have to set it either at
AMERICA_AMERICAN.WE9iso8859p1
or
AMERICAN_AMERICA.WE9iso8859p1
and not
AMERICAN_AMERICAN.WE9iso8859p1
