Thanks for you input Ivan, but I wasn't doing myself any favours with the typing. Your comments are absolutely correct, but unfortunately I had the correct value AMERICAN_AMERICA.WE8ISO8859P1 already, just can't type!

The problem turned out to be a bug in the Ora7 installer. According to Oracle it sometimes fails to add the following registry entries:

NLSRTL32 - path to nlsrtl32 directory
ORA_NLS32 - path to data (sub directory of above)
