I cant create simple snapshots on a particular production database.
Works fine in devel and test for the same operation systems and 
database version. 


The patch levels are the same.



The statement create snapshot 'name' refresh fast with rowid as
'select stmt' fails



as does create snapshot 'name' refresh with rowid as 'select'



however create snapshot 'name' refresh with rowid as 'select'
where rownum < 40000 works  (there are only 36000 rows in the table)
as does create view as 'select'
