check the $ORACLE_HOME/network/log directory for dbsnmpc.log and dbsnmpw.log. One of these should have some detailed error messages as to why your startup is failing. Then check the Oracle8 documentation CD and search for that particular error message. If you can't find the answer, post your error message back here for us.
