From V7.3 (earlier I think) it's been possible to 'connect / as sysdba' which effectively connects as sys with permissions to startup/shutdown and perform recoveries (as per internal).
But I'm upto 8.0.5.1.0 and can still connect internal (backward compatability's wonderful, isn't it !)
