Upper case storage by default???

Does anyone know of an INIT parameter or NLS setting(character set) or any
method that causes Oracle (8.0.5+) to store information in uppercase only,
completely independant of the application interface code.
Or conversely some reasoning why this can't/shouldn't  be allowed.
