Personal Oracle 8.03 and Dev2000 2.1 - Compatable?

I have installed Personal Oracle 8.03 and Dev2000 2.1, but I dont seem to be able to get any of the Dev2000 tools to connect to the database, especially FormBuilder.

From a clean boot I:

1) start the Personal Oracle database.
2) start the listerner via "lsnrctl80.exe", then "start".
3) start FormBuilder.

When I try to connect as scott/tiger_at_my_db, after 2 mins of trying to connect, I get the message "ORA-12154: TNS could not resolve service name."

Now, the same connect string DOES work with SQLplus vsn 8 !

I am running Windows 98,
 Personal Oracle 8.03,
 Dev2000 2.1 for NT 4.0,
 Forms [32-bit] version 5.0.6.8.0,
 Oracle Toolkit 2.5.6.25.0
 on an Acer Extensa 501T laptop with 32M ram, Pentium."

The second problem, is that when I try to stop the database, after longer than 20mins, the program gives the error 'ORA 12547: Can not attach to Oracle8'.

What am I doing wrong?
Are the versions of Dev2000 and P.Oracle8 compatable? Is win98 compatable with them, either?
