I have found that for some reason the .profile script in some user's home directory fails to run on login....if that is where you have defined those env. variables try logging in as oracle, and run the .profile script manually that is $ . .profile

I have moved all my important environment stuff to /etc/profile which allways runs...

In addition, be sure to check the oracle user's permissions... maybe they got messed up somehow...
