Need help creating database link

I am using the following syntax to create a database link:



create public database link mydatabase connect to myuser identified by
mypassword using 'databasename'



I get the following error message:



ORA-02248: invalid option for ALTER SESSION
ORA-02063: preceding line from MYDATABASE



I am executing this command as system on Oracle 7.3.3.
