First Question:
1) From what I understand.....
OracleService - corresponds to starting the database
OracleStart - corresponds to MOUNT'ing the database.
2) Run regedit
HKEY_LOCAL_MACHINE
SYSTEM
CurrentControlSet Services -------from this level delete your service you don't want.
Restart machine to see changes...
