Space quota exceeded Error

I use Oracle 7.3.4 on Windows NT

When i try to create some new tables in a tablespace, logged in as the owner of the tablespace, i get the Error-Message "ORA-01536: space quota exceeded for tablespace ...". But the owner does not have any quota limitations. The Storage Manager shows, that the tablespace is used only for 30% and has still 70% of empty space. I tried to restart the DB Server but without any result. Further i took the tablespace offline and later online again. The problem still exists.
