Custom built is the way to go at this price range.

ie:
Supermicro 750 case
ASUS P2B-S motherboard
Pentium II 400Mhz
2 or 4 x Quantum Viking II (use NT software RAID 1) ATI or S3 AGP 2MB video
Sony EIDE CDROM
128 - 256MB PC100 ECC SDRAM
Intel 10/100 Network Card
Cheap Monitor/Keyboard/Mouse
