Hello Bert,

The problem is actually that the Debug API in Oracle 7.3.3 is an alpha version, and is simply not going to work. The error message should really say that it needs 7.3.4 or later. On 7.3.4, 8.0.x and 8.1.x debugging will work just fine. Upgrading to 8.1 gives you the most debugger features, as you can now:

In short: it is necessary to upgrade if you want to debug. To get the most debugging features, upgrade to Oracle 8.1.
