package procedures & developer/2000 forms

We have observed in some instances that forms modules accessing procedures in a package needed to be recompiled before they would work even though the package specification remained the same. Would like to know what could be the reason for this. Is it a bug in Oracle ver 7.3 ?? where can I get more information ? does Oracle have a web accessible knowledgebase or posting of bug reports that one can consult for problems ?
