ODBC Problem with Oracle8 Personal Edition

I am in the process of porting a Powerbuilder application that has been proven with Sybase to Oracle. So far, I have been successful with the Enterprise Edition of Oracle. Due to business requirements, I need to port the application as a standalone application for business developers who has windows95 running. I have been unable to establish ODBC connection using personal Oracle 8, does anyone have the similar experience and found a solution.
