No, you don't need raw devices to guarantee this. But the issue below is a show stopper, agreed.

By the way, see the other thread "RAW partitions on Linux" in this newsgroup, there's a patch from Stephen Tweedie for unbuffered character raw devices, and it's not even big and has a recent time stamp (for 2.2.4 (can also be applied to 2.2.5, 03/26/99).
