JDeveloper Suite 2.0 will contain the enterprise edition of Oracle8i. The beta version had an older version of Oracle8 simply because 8i was not ready at the time. The version of 8i currently available on Technet is an Early Access Program edition, which by my knowledge is not a full licence, but has no technical limitations (no timebombs etc.). The best place to ask is on the OTN website itself.
