Not a war story or strong opinion, but have you thought about having two recovery catalogs in two databases that don't share anything? Then you could have your primary catalog in one existing database, and the backup recovery catalog in another existing database. It's a bit messy, but it gets away from needing additional databases.

A thought anyway!
