oracleins hangs on VMS (Oracle version 7.1.3.2)

I run vms version 6.2. and Oracle 7.1.3.2.

I recently installed vms patch alpacrt12_062 in order to resolve link warning messages. After the installation of the patch, I tried to relink the Oracle software and the installer hangs while trying to read the .fig files. (configuration option files)

Interestingly, if I replace the .fig files with the .def files, the installation process can read them but as soon as I make a change and then come back into the installation procedure, it cannot read the files again.

If anyone has ever heard of this, please let me know.
