Cost-Based or Rule-Based?

As Oracle has been saying, Cost-Based is now and the future for database optimization. When I attended a presentation sponsored by Oracle, the presentor announced that all new Oracle customers know only of Cost-Based optimizer and that Oracle do not recommend new customers to implement Rule- Based.

So I am curious,how many installations out there are using or planning to use the Cost-Based Optimizer (CBO) instead of the Rule-Based Optimizer (RBO)? And for those who have the experience on both of RBO and CBO which is the better of the two?

I'd appreciate your input as my shop is planning to install Oracle 8 and we are currently deciding to design some new applications with either RBO or CBO consideration. Thanks!
