Novice Multi-User Help

Hi,
  We are using Oracle Web Server and have created procedures in a created tablespace. Now we want to add anther user that can access the procedures/tables by default without aliasing. EG:
Created Tablespace1/tables/procedures under User1 Created User2
Now want to access tables/procs from Tablespace1 as User2 with out doing the following:
Select * from Tablespace1.Table1

Would like to do this
Select * from Table1

Table1 is located in Tablespace1 created by User1.
