tnsnames not working

I want to be able to connect to another server called 'pc1'. I have the tnsnames.ora file set probably and I test it in net8 easy configuration sucessfully(connection successfull). However, I am not able to connect using sqlplus or enterprise managers:
connect system/manager_at_pc1
it gave me: unable to resolve service name.

What else can go wrong?
