Wayne,

I had just working on the same issue one my site, with HP K460 and 2gig of memory.

I had disscuss with HP and the issue is not in the cpu utilization, the best senario will be 80% by users and 20% by system.

At 100% utilization, check if queues are building on processess , disk or swap then you have problem else nothing to worry about.
