You need to add an entry in the local HOSTS file. It's in the C:\winnt\system32\drivers\etc directory. Add a line that has your IP address, and the name by which your workstation is known. Then reboot.

It's a strange problem: the node manager can find itself, and if you look at a list of processes you will see that the ORB is starting. However even though it invoked the process a second ago, OAS can't see it running and (after a long wait) gives up and reports the error you describe.
