Oracle programmers duties

Hello

Let me admit that I am a bit confused. I URGENTLY need to know what are specific duties of ORACLE programmer if he is not DBA and is NOT using Oracle front-end tools (D2K, FORMS etc) and any other front-end tools (VB for example). This person is required to work on back-end for Client-Server application with VB (as example) as front-end. So, what are the duties of such a back-end programmer (Basically, what he needs to develop ?)
Is there Oracle programmer role exists without either being Oracle DBA or VB programmer ? Let me know.
