It looks like this particular client has specified a dialup connect in Internet explorer to connect to the Internet. This connection is at the same time stored in the registry as the default internet connection. Hence, it start dialing as soon as the system asks for any internet connection. I tried to find the registry key, without luck, and I don't remember from the top of my head what it is.
