Hi Michael,

usually this is being caused by an incorrect listener.ora. Change the trace_level_listener in listener.ora from OFF into 16 and restart the listener and Oracle will dump everything that it needs to do to start the listener to the trace file. My experience is that additional error messages can be found in the trace file.
