Well I got two answers to this: the first one was to use the oci version of JDBC instead of thin and that worked instantly. The second answer was for the thin driver and it was to put @ in front of the hostname (e.g. @localhost:1521:orcl). This was quite unclear from the JDBC docs on the PO CD but it was there in the sample programs.

note 1: @localhost works with the Oracle JDBC thin driver, but ping localhost from a Win95 DOS prompt fails to resolve...

note 2: the thin driver ONLY works with TCP/IP, you cannot use a TNS name.
