Agree with point 2. Are you sure about point 1? I don't think you need to buy additional licenses (i.e. cost) if you are using the Enterprise version of Oracle 7 or 8 for PQO. Partitioning and Objects (Oracle 8) are costed additionally, even with the Enterprise edition.
