Hi Rob,
Which version of Oracle/Sqlnet? In Oracle 7.2 there was a problem with the listener, if snmp.ora existed in the ORACLE_HOME/network/admin directory, which forced the listener to behave exactly as you describe. If it's there, rename it or delete. In Oracle 7.3 snmp.ora is automatically generated by the listener, so you don't need to configure it yourself anymore. So you probably don't loose much by renaming it or deleting.
